History

AksaiGasPromEnergo
JSC is one of the power industry agents in Burlinsky district of
the West-Kazakhstan Region. History of the company's development
goes hand in hand with the development history of Aksai and Karachaganak
oil-gas-condensate field in the west of Kazakhstan.
Company
"AksaiGasPromEnergo" was established by Kazakh Gas Production
Department (hereinafter GPD) as a small enterprise, based on the
chief power engineer service in October of 1990. The functions of
the enterprise included performance of production objectives on
Karachaganak field as part of Kazakh GDP and provision of uninterrupted
power supply to drilling rigs, complex gas treatment units, and
operational bases. The functions of small enterprise "AksaiGasPromEnergo"
also included provision of technical water to drilling rigs, for
injection into formation, fire-fighting, pipeline pressure testing,
etc.
In
the course of Karachaganak field development the company with the
participation of Kazakh GDP built new districts of Aksai that had
many-storied, nice-looking and comfortable apartment buildings,
kindergartens, schools and stores. All of them required quality
maintenance and therefore this job was assigned to AksaiGasPromEnergo
after completion of construction. It was at that time when the united
staff of qualified specialists, loving their job and performing
it conscientiously, emerged.
In
the course of Aksai development production activities of AksaiGasPromEnergo
became to focus on such important branches of infrastructure as:
power supply, heating, water supply, sewage facilities.
In
1997 the former KarachaganakGasProm was transformed into an open
joint-stock company AksaiGasPromEnergo based on the resolution of
the Department for State Property Management "On reorganization
of KarachaganakGasProm JSC". However, in spite of corporization,
the recession of 1995-1999 had its impact on AksaiGasPromEnergo
as well. Global default of payments and constantly accruing debts
to suppliers made it difficult to perform the required maintenance
of process equipment in full. The company constantly suffered losses.
In
April 1999 a 100% of voting stock was sold at an open auction performed
by the West-Kazakhstan Regional Committee for the State Property
and Privatization. From December of 1999 as per the decision of
AksaiGasPromEnergo JSC shareholders, the company joined the group
of companies "Condesate". That led to changes in management,
HR management principles, property management, financial management,
etc. As a result of these changes the company, for the first time
in its history, became profitable. Received revenue was invested
in the company's development. The debts to the tax budget, multi-million
debts to pension funds developed from 1997 to 1999, and debts to
suppliers were paid off. AksaiGasPromEnergo's industrial base was
established on the basis of the motor pool in Aksai. Company procured
additional specialized equipment. The company equipped itself with
computer hardware; accounting and sale became fully automated.
These
changes that have happened to the company for the last two years
are a direct consequence of the company's joining the group of companies
"Condensate". AksaiGasPromEnergo JSC staff has joined
the many-thousand staff of the group becoming a part of it. This
gave an impulse to further development of the company. Many services
of AksaiGasPromEnergo JSC, such as: the legal service, financial
service, HR service are interacting with the similar services of
the group of companies. Thus the staff of these services exchanges
useful experience. Some new joint projects with other companies
of the group emerge.
Currently
AksaiGasPromEnergo JSC is actively participating in business and
other activities as the power and water supply market entity in
Burlinsky region of the West-Kazakhstan Region.

AksaiGasPromEnergo
JSC, in accordance with the register of the natural monopoly subjects
approved by the Department of RoK Agency for Natural Monopoly Regulation
and Protection of the Competition, is performing the following types
of activities:
1.
Transfer and distribution of power to the population, industrial
enterprises in Aksai and Karachaganak oil-gas-condensate field;
2.
Water supply to organizations operating at Karachaganak field.
AksaiGasPromEnergo
JSC is a power grid company. The company owns overhead and cable
power lines, distribution and transformer substations and other
electrical installations. Such electrical installations enable to
transfer power to Aksai and Karachaganak oil-gas-condensate field
both from Uralsk - the center of the region, and Russian Federation.
The company also owns water supply facilities: pumping stations,
treatment plants, water pipelines. The company operates Zharsuat
subsurface water field located along Russian Federation border.
The
company has necessary permits for all types of its activities in
the form of licenses as well as special authorizations from the
relevant state authorities.

94 % of power quantity transferred through the company's electric
grid is the property of AksaiEnergo LLP. Relationship of AksaiGasPromEnergo
JSC, power grid company and AksaiEnergo LLP, power supply company
is governed by the contracts concluded in accordance with the
RoK Law.
Provision
of power from Russian Federation is done through the power grid
of another company's partner OrenburghEnergo JSC, located on the
territory of Orenburghskaya region of Russian Federation.
UralskEnergo
JSC is the company's partner in the West-Kazakhstan Region.

Social
and Human Resource Policies

The
Company pursues its personnel and social policy within the framework
of regulations accepted in the group of companies "Condensate".
Currently
159 persons work for the company. Out of them 18 persons have
got higher education, 58 persons - specialized secondary education.
The staff is relatively young, the average age of the employees
is 35-40. Special attention is paid to training and retraining,
improvement of educational level of employees. As of today 8 employees
are studying in higher educational institutions and 5 employees
in specialized secondary educational establishments.
Three
of the company's employees underwent refresher training in the
training centers of Moscow, Almaty in 2004.
When
hiring a new employee the company concludes with him/her an individual
labor agreement that stipulates all the necessary provisions including
the amount of salary and bonuses, contract validity period, preferences
provided by the company to the employee.These preferences are
in line with the applicable RoK Law. Additional preferences are
in line with the preferences established within the group of companies

The limited
liability partnership "AksaiEnergo" was registered 16
June 2000 with Department of Justice for the purposes of power
supply to the city of Aksai, and over a number of years it successfully
carries out its activities in this sphere.
The
most important event for the new growing and developing company
was its integration with the Group of Companies "Condensate".
On 25 June 2000 the closed joint-stock company "AksaiGasPromEnergo"
was incorporated into the Consortium having a several thousand
strong personnel. The experience accumulated by the Group of Companies
appeared, for a company probing its way, an incontestable assistance
and support in its operation.
Since
26 January 2005 AksaiGasPromEnergo acts as the limited liability
partnership "AksaiEnergo", having been reformed in accordance
with the Republic of Kazakhstan Law On Joint-Stock Companies.
The today's company is one of the most reliably operating entities
in Aksai, profitable, having its own structure and qualified personnel.

The
supreme management body of the company is General Meeting of Shareholders.
The company's day-to-day activities are managed by its sole executive
body - General Director.
The
General Director of AksaiEnergo LLP is Ms. Tamara V. Denisova.
Structurally
the Company includes: Management executives, Sales Service, Consumer
Service, Accounting & Economic Planning, Administrative Service.
Sales
Service and User Service are the main components in the AksaiEnergo
operations, as they maintain vital functions of the whole company.
The
Head of Sales Service is Ms. Irina V.Polynyankina. One of the
main commitments of this structural unit is to provide non-residential
consumers with a quality power supply using for that available
facilities and equipment. It also oversees that customers duly
make their payments for power and there is no delay in these matters.
Sales
Service establishes relations between Power Providers and AksaiEnergo,
enters into contracts with consumers for power supply.
One of the achievements of this service is that it put into practical
use a power balancing practice, which allows to make mutual reservation
of power from different sources.
The
Head of Consumer Service is Ms. Irina S.Rubtsova. The Service
contracts Consumers - physical entities (community) for power
supply, supervises payments for the power consumed, takes care
for the state of metering instruments possessed by physical entities,
the accuracy of their operation.
Beginning
from 2004 Customer Service has introduced a new system of reconciliation
of accounts with Consumers - the invoice notices. This innovation
assists not only controllers but communal consumers too, as the
program on a monthly basis provides a full account about the amount
due for the power consumed.
A
no less important structural unit of the company is the Accounting
& Economic Planning Dept., headed by Chief Accountant, Ms.
Raisa I. Gerasimova. Accounting Dept is the unit that accumulates
documentation flow on all aspects of financial and economic activity
of the company, provides the info about these activities to users,
i.e. it acts as an information backup for management decisions.
Among
the AksaiEnergo Accounting Dept personnel is one of the most experienced
specialists having a total service life of more than 10 years
- Ms. Antonina P.Ovchenkova.
The
Accounting Dept's promptness and quality performance is ensured
by its personnel continuously practicing self-improvement process
and mutual substitution at a workplace.

LLP is a district power-supplying company that for eight years "brings"
light to the houses of local community. Its activity is basically
aimed at power supply to the communities of Aksai Districts 4, 5,
7, 9, 10 and 11, to neighboring village Kyzyl-Tal, to Aksai's industrial
area and to the entities located in Karachaganak gascondensate field.

The
main partner in the AksaiEnergo LLP activities is AksaiGasPromEnergo
JSC that transmits power through the power grid to Consumers.
An all-time power supplier AksaiEnergo cooperates with the first
years of its setup is Inter RAO Unified Energy System. A domestic
power supplier is AkzhaikEnergoSauda LLP, a subsidiary of West-Kazakhstan
Regional Power Company. For a number of years the company is in
search for new contacts in power supply business, with an objective
to reach fixed and acceptable prices for power, and is interested
in establishing mutually profitable business relations with domestic
power suppliers.
Along
with AksaiEnergo's growth and development, city of Aksai is growing
and developing too - new enterprises and new residential districts
crop up, private sector is booming. Therefore, there is a bigger
demand for quality and reliable power supply for townsfolk.
As
of today our company is providing services to more than 6000 physical
entities and to over 300 non-domestic consumers.
A
top priority task for the company is to provide its consumers
with quality and fail-safe power supply. This can be achieved
by synergetic and efficient teamwork of all company personnel.
AksaiEnergo LLP is heading on, developing and improving in its
activities, with the main target always in focus - supplying the
city with power which ultimately means providing people with energy
for their activity and bringing home comfort to their houses.

As
of today the staff consists of 33 persons, out of them 10 persons
have higher education, 15 - secondary technical education. The
staff is relatively young: average age of employees is 30-32 years.
Personnel
and social policy is aimed at, first of all, forming and developing
viable, qualified staff and is implemented in accordance with
the personnel and social policy of the group of companies "Condensate".
When hiring a new employee the Company concludes with him/her
a personal labor agreement that stipulates all necessary conditions:
character of the work performed, job responsibilities, salary,
benefits established in the group of companies "Condensate".
Special
attention is paid to personnel training and retraining, improving
educational level. There exists a system of principles, forms
and terms of personnel certification. Also the company's management
welcomes employees' desire for self-education and meeting modern
norms and requirements to occupied position. Every year employees
take part in various seminars, trainings, conferences, exhibitions,
thus improving their qualification and level of education.
In
2004 a young specialist of our company, T. Doskaliev who works
as a legal entity inspector, participated in the world scientific
and technical conference-exhibition in Moscow conducted by "ENAS"
scientific and educational center under "VNIIE" OSC.
The theme of the conference was "Rationing, analysis and
reduction of electric power dissipation in grids - 2004".
This conference helped to resolve many operational issues that
Sales Service specialists have to face day by day.
Also
that year Ms. R. Gerasimova, the company's chief accountant participated
in the seminar conducted in the framework of forum "Goods
and services for business" organized by BIKO Publishing House
JSC in Almaty.
